In a decisive move to modernize land administration and curb property disputes, the Haryana Government announced a major policy push on July 18, 2025, to fully digitalize the state’s land record system. The initiative aims to simplify the acquisition of property documents for citizens and bring total transparency to revenue management.
๐ Streamlining the ‘Jamabandi’ System
The announcement highlighted the government’s roadmap to upgrade the existing Web-HALRIS (Haryana Land Records Information System). The objective is to transition towards a 100% paperless ecosystem where citizens can access critical documentsโsuch as Jamabandi (Record of Rights), mutation records, and cadastral mapsโfrom the comfort of their homes.
Key features of this digital push include:

Online ‘Fard’ Issuance: Accelerating the process for citizens to download digitally signed copies of land records (Fard) through the Jamabandi portal, eliminating the need for frequent visits to the Tehsil offices.

Auto-Mutation: Introducing automated workflows to speed up the mutation process (transfer of ownership) immediately after the registration of a sale deed, reducing the reliance on Patwaris for manual entry.

Drone Mapping: Utilizing drone technology to update land maps and resolve boundary disputes in rural ‘Lal Dora’ areas.
๐ข Ease of Living for Property Owners
Officials emphasized that this digital overhaul is not just about technology but about “Ease of Living.” By integrating land records with the Parivar Pehchan Patra (PPP) and Aadhaar, the system seeks to prevent fraud and “Benami” transactions. The government has directed the Revenue Department to expedite the data verification process to ensure the new system is fully operational across all districts by the end of the fiscal year.
This initiative is expected to be a game-changer for farmers and property buyers, significantly reducing the time, cost, and corruption often associated with land documentation in the state.
