A wave of relief swept through the industrial hubs of Haryana on August 9 as the Central Government announced the withdrawal of the controversial Income Tax Amendment Bill. The proposed legislation, which had sparked intense debate and anxiety among business circles in Gurugram and Panipat, was officially retracted following widespread opposition.
๐ The Controversy: Why Industry Was Worried The bill had proposed changes to capital gains tax and retrospective taxation clauses that industry leaders feared would stifle investment and complicate compliance.

Panipat’s Reaction: Textile and handloom exporters in Panipat welcomed the withdrawal. “This bill would have increased our operational burden significantly. Its rollback is a victory for the MSME sector,” said the President of the Panipat Exporters Association.

Gurugram’s Stance: The corporate and real estate sectors in Gurugram also breathed a sigh of relief. Experts noted that the withdrawal would restore investor confidence in the region, which had been shaky since the bill was tabled.
๐ค Government’s Rationale Union Finance Ministry officials stated that the decision to withdraw the bill was taken to align with the government’s goal of “Ease of Doing Business” and to address the genuine concerns raised by stakeholders. They assured that a fresh, more “industry-friendly” draft would be consulted upon before any future introduction.
