Effluent Samples Fail, HSPCB Seeks Closure of 7 Panipat Units

The Haryana State Pollution Control Board (HSPCB) has recommended the immediate closure of seven industrial units in the Kurar area of Panipat after their effluent samples failed mandatory laboratory tests. The action follows a crackdown on the illegal discharge of untreated toxic waste into public drains.

The Investigation

  • The Nexus: Joint teams of the CM Flying Squad and the HSPCB had previously intercepted a racket involving tractor-tankers that were collecting untreated effluent from textile factories and dumping it into Drain No. 2 (which flows into the Yamuna) at night.

  • The Seizure: During a raid in November, authorities seized 13 tractor-tankers and arrested 12 drivers who admitted to the illegal dumping. They revealed the names of the specific industries supplying the waste.

  • Lab Results: Samples collected from both the tankers and the identified factories were sent for analysis. The report, released recently, confirmed that the effluent was highly toxic.

    • BOD (Biological Oxygen Demand): Over 320 mg/l (significantly above limits).

    • COD (Chemical Oxygen Demand): Recorded at 420 mg/l.

    • TSS (Total Suspended Solids): A staggering 1,362 mg/l.

    • Other Indicators: The samples had a foul smell, a distinct “copper color,” and high levels of oil and grease.

Action Taken HSPCB Regional Officer Bhupender Singh Chahal stated that based on the failed samples, the board has:

  1. Recommended Closure: A recommendation has been sent to the headquarters to issue closure orders for all seven units under Section 33-A of the Water (Prevention and Control of Pollution) Act, 1974.

  2. Prosecution: A police case has already been registered at the Sanoli police station against 27 individuals, including the factory owners, tractor owners, and drivers involved in this pollution ring.
