GMDA to Merge Metro and Elevated Road Projects for Old City Decongestion

Jan 20, 2026 | Haryana

In a bid to solve the chronic traffic gridlock in Old Gurugram, the Gurugram Metropolitan Development Authority (GMDA) has initiated a strategy to integrate the development of metro corridors with elevated roads. This decision was taken during a high-level coordination meeting chaired by GMDA Chief Executive Officer PC Meena.

The Integrated Plan The authority is focusing on a “unified mobility strategy” where road and rail infrastructure share the same Right of Way (ROW) to maximize utility in congested areas.

  • Corridors in Focus: The integration primarily targets the Old Railway Road and the Gurugram Railway Station to Bhondsi stretch.

  • The Metro Lines: Gurugram Metro Rail Limited (GMRL) is currently developing two major lines:

    1. Millennium City Centre to Cyber City

    2. Gurugram Railway Station to Bhondsi

  • Shared Infrastructure: Both metro corridors are proposed to share a common depot at Sector 33. GMDA is planning elevated road corridors along these same routes to ensure multi-level mobility.

Challenges & Directives

  • Space Constraints: During the meeting, officials from the Haryana Mass Rapid Transport Corporation (HMRTC) raised concerns about the feasibility of fitting both an elevated road and a metro viaduct on the densely built-up Old Railway Road, where the available ROW is extremely narrow.

  • Coordination: CEO PC Meena directed GMRL and HMRTC to harmonize their engineering plans to ensure that the construction of one does not block the other. He emphasized that preserving the ROW at the planning stage is critical to avoiding future bottlenecks.

Goal: The coordinated approach aims to create a multi-modal transport network that reduces travel time for commuters moving between Old Gurugram and the newer sectors (Cyber City/Millennium City).
