CHANDIGARH – Punjab Chief Minister Bhagwant Mann on Wednesday launched a major digital governance initiative, making 56 vehicle-related services accessible online and through the state’s network of 544 Sewa Kendras.
The initiative covers essential services like driving licences, vehicle registration certificates (RCs), fitness tests, and challan payments, and can also be accessed via the 1076 helpline.
The move is aimed at eliminating bureaucratic inconvenience and corruption by ending mandatory RTO visits. CM Mann symbolically locked a transport office, declaring the end of the era marked by corruption and middlemen.
AAP national convener Arvind Kejriwal, who attended the launch, termed the move a “digital revolution to empower the common man.” Mann stressed that RTO employees will be redeployed, not laid off, and confirmed that over 29 lakh applications were processed by the Transport Department in the last year, necessitating a citizen-friendly model.
Meanwhile, Union Minister and BJP leader Ravneet Bittu criticized the locking of the RTO office as mere “propaganda” to mislead people, alleging the government was preparing to sell off properties. Help desks will operate at RTOs for 15 days to guide citizens through the new system.

ਚੰਡੀਗੜ੍ਹ – ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਬੁੱਧਵਾਰ ਨੂੰ ਇੱਕ ਵੱਡੀ ਡਿਜੀਟਲ ਗਵਰਨੈਂਸ ਪਹਿਲਕਦਮੀ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ, ਜਿਸ ਤਹਿਤ 56 ਵਾਹਨਾਂ ਨਾਲ ਸਬੰਧਤ ਸੇਵਾਵਾਂ ਆਨਲਾਈਨ ਅਤੇ ਸੂਬੇ ਦੇ 544 ਸੇਵਾ ਕੇਂਦਰਾਂ ਦੇ ਨੈੱਟਵਰਕ ਰਾਹੀਂ ਉਪਲਬਧ ਹੋਣਗੀਆਂ।
ਇਸ ਪਹਿਲਕਦਮੀ ਵਿੱਚ ਡਰਾਈਵਿੰਗ ਲਾਇਸੈਂਸ, ਵਾਹਨ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਸਰਟੀਫਿਕੇਟ (RCs), ਫਿਟਨੈਸ ਟੈਸਟ ਅਤੇ ਚਲਾਨ ਭੁਗਤਾਨ ਵਰਗੀਆਂ ਜ਼ਰੂਰੀ ਸੇਵਾਵਾਂ ਸ਼ਾਮਲ ਹਨ, ਜੋ 1076 ਹੈਲਪਲਾਈਨ ਰਾਹੀਂ ਵੀ ਪ੍ਰਾਪਤ ਕੀਤੀਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ।
ਇਸ ਕਦਮ ਦਾ ਉਦੇਸ਼ RTO ਦੇ ਦਫ਼ਤਰੀ ਗੇੜੇ ਖ਼ਤਮ ਕਰਕੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਅਤੇ ਦਲਾਲਾਂ ਦੇ ਗਠਜੋੜ ਨੂੰ ਖਤਮ ਕਰਨਾ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਮਾਨ ਨੇ ਪ੍ਰਤੀਕ ਵਜੋਂ ਇੱਕ ਟਰਾਂਸਪੋਰਟ ਦਫ਼ਤਰ ਨੂੰ ਜਿੰਦਰਾ ਲਗਾ ਕੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਅਤੇ ਦਫ਼ਤਰੀ ਅਸੁਵਿਧਾ ਦੇ ਯੁੱਗ ਦੀ ਸਮਾਪਤੀ ਦਾ ਐਲਾਨ ਕੀਤਾ।
ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਕੌਮੀ ਕਨਵੀਨਰ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ, ਜੋ ਲਾਂਚ ਮੌਕੇ ਮੌਜੂਦ ਸਨ, ਨੇ ਇਸ ਨੂੰ “ਆਮ ਆਦਮੀ ਨੂੰ ਸ਼ਕਤੀਕਰਨ ਲਈ ਡਿਜੀਟਲ ਇਨਕਲਾਬ” ਕਿਹਾ। ਮਾਨ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ RTO ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਨੌਕਰੀ ਤੋਂ ਨਹੀਂ ਕੱਢਿਆ ਜਾਵੇਗਾ, ਸਗੋਂ ਉਨ੍ਹਾਂ ਨੂੰ ਦੁਬਾਰਾ ਤਾਇਨਾਤ ਕੀਤਾ ਜਾਵੇਗਾ, ਅਤੇ ਪੁਸ਼ਟੀ ਕੀਤੀ ਕਿ ਪਿਛਲੇ ਸਾਲ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਨੇ 29 ਲੱਖ ਤੋਂ ਵੱਧ ਅਰਜ਼ੀਆਂ ‘ਤੇ ਕਾਰਵਾਈ ਕੀਤੀ ਸੀ।
ਇਸ ਦੌਰਾਨ, ਕੇਂਦਰੀ ਮੰਤਰੀ ਅਤੇ ਭਾਜਪਾ ਆਗੂ ਰਵਨੀਤ ਬਿੱਟੂ ਨੇ RTO ਦਫ਼ਤਰ ਨੂੰ ਜਿੰਦਰਾ ਲਗਾਉਣ ਨੂੰ ਲੋਕਾਂ ਨੂੰ ਗੁੰਮਰਾਹ ਕਰਨ ਦਾ ਸਿਰਫ਼ “ਪ੍ਰਚਾਰ” ਦੱਸਿਆ। ਨਵੀਂ ਪ੍ਰਣਾਲੀ ਰਾਹੀਂ ਨਾਗਰਿਕਾਂ ਦੀ ਅਗਵਾਈ ਕਰਨ ਲਈ RTOs ‘ਤੇ 15 ਦਿਨਾਂ ਲਈ ਹੈਲਪ ਡੈਸਕ ਕੰਮ ਕਰਨਗੇ।
