Chief Minister Nayab Singh Saini has sent a powerful shockwave through Haryana’s bureaucracy by suspending two senior Revenue Department officials in the state’s financial capital. The move is seen as a direct attempt to clean up the often-criticized property registration process.
-
The Surprise Audit: The decision came during a high-level review of the e-Governance and Property ID portal’s performance. CM Saini personally examined the “Average Disposal Time” for registries in Gurugram. It was observed that while some tehsils were performing well, two specific offices had an unusually high rate of “returned” or “pending” applications.
-
Lack of Valid Reasons: Upon closer inspection, the CM found that the Tehsildars had cited minor, fixable clerical errors to reject files repeatedly, allegedly forcing citizens to make multiple visits to the offices. “Public service should not be a struggle for the common man. If a file is delayed, there must be a clear, written, and valid legal reason,” the CM stated during the briefing.
-
Strict Message to Officials: The CM ordered that a departmental inquiry be initiated against the two suspended officials. He also directed the Divisional Commissioner to ensure that the pending registries are cleared within the next 48 hours.
-
Digital Transparency: The Chief Minister reiterated that the state is moving toward a “faceless and paperless” system to minimize human intervention. He warned that the state’s vigilance wing is monitoring all Tehsils and Sub-Tehsils to identify “touts” or officials acting in connivance with middle-men.
-
Citizen Feedback: The CM’s office (CMO) has reportedly started a direct feedback mechanism where randomly selected citizens who recently applied for registries are called to share their experiences regarding bribes or delays.
