HARSAC Detects Season’s First Stubble Burning in Kaithal

Sep 9, 2025 | Haryana

The challenge of air pollution resurfaced in Haryana today as satellite surveillance identified the first instance of stubble burning of the season in a paddy field in Kaithal. HARSAC, the state’s remote sensing agency, flagged the thermal anomaly and immediately notified district authorities.

  • Satellite Vigilance: HARSAC is utilizing high-resolution sensors to monitor fields in real-time. The Kaithal fire was pinpointed through the Active Fire Location (AFL) system, allowing local nodal officers to verify the site and initiate action within hours.

  • Strict Penalties: Officials have reiterated that for the 2024 season, the state has adopted a zero-tolerance approach. Penalties include:

    • Environmental Fines: Up to ₹30,000 depending on land size.

    • Market Restrictions: A “Red Entry” in government records that bars farmers from selling produce at government-mandated prices for two years.

    • Police Action: Registration of FIRs for violating environmental laws.

  • Incentives for Farmers: To encourage sustainable practices, the government is offering a ₹1,000 per acre incentive to farmers who manage residue without burning. Additionally, thousands of subsidized machines like Super Seeders have been made available through local hiring centers.
