In a bid to streamline the grievance redressal mechanism and ensure greater accountability among officials, Haryana Chief Minister Nayab Singh Saini has issued a strict directive to all Deputy Commissioners (DCs) regarding the processing of complaints received during the Samadhan Shivirs.

The New Directive: The CM has mandated that any complaint forwarded from the district level to the state headquarters or inter-departmental wings must carry “clear and specific remarks” from the DC. “Blanket forwarding of files without context or a recommendation will no longer be acceptable. Every officer must own the process,” the CM stated during a virtual review meeting.

Ending Ambiguity: The move is designed to eliminate the common practice of ‘file pushing’ where complaints move between departments without a clear resolution path. The DCs are now required to:

Categorize the complaint (Urgent, Policy Change required, or Local resolution).

Attach a brief status report on why the issue was not resolved at the local level.

Provide a specific recommendation for the concerned state department.

Samadhan Shivir Success: The CM lauded the impact of the Samadhan Shivirs, noting that thousands of long-pending issues related to Parivar Pehchan Patra (PPP), Property IDs, and Social Security Pensions have been resolved on the spot. However, he emphasized that more complex cases need better administrative tracking.

Digital Monitoring: The CM also announced that a dashboard is being integrated into the Samadhan portal where he can personally track the remarks provided by DCs on unresolved files. This digital trail will serve as a performance metric for district administrators.

Weekly Reviews: The Chief Minister’s Office (CMO) will conduct weekly follow-up meetings to verify if the instructions are being followed and if the “clear remarks” are actually leading to faster disposal of cases.
