The Haryana Government has issued a directive to all gram panchayats to update details regarding drinking water arrangements on the e-Gram Swaraj portal. This initiative is part of the Jal Seva Assessment (Jal Seva Aankalan), aiming to shift water management monitoring from third-party surveys to a community-led model.
Key Instructions & Objectives
-
The Directive: District Development and Panchayat Officer (DDPO) Pramod Kumar has instructed all Block Development and Panchayat Officers (BDPOs) to ensure that panchayats upload their assessment data immediately.
-
Community Ownership: Officials explained that the Jal Seva Assessment is conceptualized as a “community ownership-based self-assessment system.”
-
Purpose: It enables villages to collectively review their own water delivery systems rather than relying on irregular or expensive external surveys.
-
-
Parameters: The assessment will evaluate:
-
Status of household tap connections.
-
Condition of drinking water sources and pipelines.
-
Collection of user charges.
-
Water quality standards.
-
-
Transparency: To ensure the data is accurate and transparent, officials have been directed to organize Gram Sabha meetings (likely coinciding with Republic Day) where these assessments can be validated by the villagers themselves.
-
Official Statement: Executive Engineer Jitender Hooda (Public Health Engineering Department) emphasized that this self-assessment will help strengthen water management systems based on the “actual conditions” of the village.
