Haryana: Hookahs Banned in New Year Parties Across Multiple Districts

Ahead of the New Year’s Eve celebrations, the district administrations of several major cities in Haryana have imposed a strict ban on the service of hookahs in commercial and private parties.

  • Prohibitory Orders: Invoking Section 163 of the Bharatiya Nagarik Suraksha Sanhita (formerly Section 144 CrPC), District Magistrates in Gurugram, Faridabad, Panchkula, and Sonipat have issued orders banning the use of flavored or herbal hookahs at hotels, restaurants, bars, and even private farmhouses during New Year festivities.

  • Health and Safety Concerns: The administration cited public health risks and the potential for hookahs to act as a catalyst for drug abuse as the primary reasons for the ban. “We have observed that under the guise of ‘herbal’ hookahs, nicotine and other prohibited substances are often used. To ensure a safe and healthy environment for everyone, this ban is essential,” stated an official order from the Gurugram DC office.

  • Crackdown on Farmhouse Parties: Special emphasis has been laid on private gatherings in farmhouses on the outskirts of the cities. Police have been authorized to conduct surprise raids and seize hookah equipment. Organizers found violating these orders face heavy fines and potential arrest.

  • Monitoring Teams: Every district has formed “Enforcement Wings” comprising officials from the Health Department, Excise Department, and the Local Police. These teams will be on the ground from December 30th to January 2nd to ensure compliance.

  • Music and Time Limits: Alongside the hookah ban, the administrations have also reiterated guidelines regarding loudspeakers and DJ systems, which must be turned off by 10:00 PM (or as per specific local relaxations). Security at entry points of the cities has also been beefed up to prevent drink-driving.

  • Public Reaction: While health advocates have welcomed the move, some restaurant and bar owners have expressed concerns over the impact on their New Year business. “Many guests expect these services during festive nights. A blanket ban might drive crowds to neighboring states,” a local lounge owner commented.
