Haryana Launches Portal for Casual Workers’ Grievances

In a major step toward formalizing the management of its unorganized workforce, the Haryana government has unveiled a new Online Portal for Casual Workers. The platform is designed to serve as a comprehensive database for daily-wage and part-time employees who have historically operated without centralized service records.

  • Digital Service Book: Every casual worker in government offices will now have a digital profile. This includes their date of joining, department history, and attendance records, preventing the manipulation of service seniority which is often a point of legal dispute.

  • Streamlined Grievances: The portal features a “One-Click Complaint” system. Workers can lodge grievances directly related to non-payment of minimum wages, denial of casual leaves, or safety concerns. Each complaint is assigned a tracking ID and must be resolved by the concerned Head of Department (HOD) within a stipulated timeframe.

  • Wage Transparency: By integrating the portal with the state’s financial systems, the government aims to ensure that wages are credited directly to the workers’ Aadhaar-linked bank accounts, eliminating middlemen and “ghost” worker entries.

  • Policy Context: This launch follows recent government orders to increase the wages of daily-wage workers and grant additional casual leaves to female contractual employees. It also complements the Job Security Portal launched earlier for regularized contractual staff.

Administrative Impact: “This portal brings dignity to the thousands of casual workers who keep our offices running. It ensures their voice is heard directly by the administration without the fear of retaliation,” said a senior official from the Human Resources Department.
