Haryana Records 86% Conviction Rate Under New Criminal Laws

In a significant leap for the justice delivery system, Director General of Police (DGP) Shatrujeet Kapur announced today that the conviction rate in Haryana has surged to an unprecedented 86%. Attributing this success to the implementation of the new criminal laws—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—the DGP highlighted how technology and time-bound investigations are transforming the state’s legal landscape.

The Drivers of Success The jump from previous years (which hovered around 40-50% for various crimes) is being hailed as a major achievement of the “Double Engine” government’s legal reforms.

  • Forensic-Mandatory Clause: Under the BNSS, forensic examination has been made mandatory for crimes punishable by 7 years or more. This has led to a 90% collection rate of scientific evidence, making it difficult for criminals to escape through “benefit of doubt.”

  • Zero Delay in Charge Sheets: The new laws mandate the filing of charge sheets within 60 to 90 days. The DGP noted that Haryana Police has met this deadline in over 95% of heinous crime cases in the last six months.

  • Digital Summons: The use of the e-Summons system has ensured nearly 100% attendance of witnesses in court, eliminating the old tactic of delaying trials through missing witnesses.

Institutional Support The DGP also lauded the cooperation of the Judiciary and the Prosecution Department. He mentioned that the state’s Mobile Forensic Units are being increased from 50 to 100 to ensure that no crime scene in the state remains unexamined by scientific experts.
