Haryana Records Sharpest Decline in Rural Unemployment

Aug 20, 2025 | Haryana

In a major boost to the state government’s economic credentials, new data released today confirms that Haryana has achieved a historic low in its rural unemployment rate. According to the latest figures, the rate has dropped sharply from 5.8% in the previous year to just 3.1%, making it one of the best-performing states in the region.

  • Leading the Region: The report highlights that Haryana now posts a lower rural unemployment rate than its neighbors, including Punjab (5.4%), Himachal Pradesh (5.0%), and Delhi (6.0%).

  • Key Growth Drivers: Government officials attribute this success to the Haryana Kaushal Rozgar Nigam (HKRN), which has streamlined contractual hiring, and the Padma Scheme, which promotes “One Block, One Product” to generate local employment in rural clusters.

  • Gender Gains: The data also indicates an uptick in the Worker Population Ratio (WPR) for rural women, fueled by the expansion of Self-Help Groups (SHGs) and localized agro-industries like handlooms in Panipat and brass crafts in Rewari.

  • Political Talking Point: Chief Minister Nayab Singh Saini welcomed the statistics, stating that the government’s focus on merit-based recruitment and rural industrialization is finally yielding results, effectively countering opposition claims of a job crisis.

Economic Outlook: Economists suggest that while the rural numbers are encouraging, the challenge remains to replicate this success in urban centers where youth unemployment still faces structural hurdles. The state’s GDP growth of 10.8% is now being seen as “job-inclusive,” particularly in the agriculture and tertiary sectors.
