Haryana Revenue Dept Seeks Pending PAN Details for Property Deals Above ₹30 Lakh

The Haryana Revenue and Disaster Management Department has issued strict directives to all Deputy Commissioners to ensure the immediate submission of pending Permanent Account Number (PAN) details for high-value property registrations. The move comes after the Income Tax Department sought comprehensive data on buyers and sellers involved in property transactions exceeding ₹30 lakh for the period spanning the financial years 2019-20 to 2024-25.

In a formal communication, Financial Commissioner (Revenue) Dr. Sumita Misra highlighted that despite mandatory requirements, PAN details were missing in numerous registered deeds. To facilitate the verification process, the department has extracted consolidated data from the Web-HALRIS portal—a web-enabled integrated solution for deed registration and land records management—and made it available to district officials. Tehsildars have been instructed to access this data through their official logins to identify specific cases where PAN information has not been provided despite the transaction value crossing the prescribed limit.

The department has flagged specific tehsils where the pendency of data is particularly high, especially for the financial year 2019-20. The areas under the scanner include Ballabhgarh, Tigaon, Dayalpur, Palwal, Kharkhoda, Wazirabad, Manesar, and Farrukhnagar. Deputy Commissioners have been tasked with monitoring compliance closely and ensuring that tehsildars verify the data and submit the missing PAN details to the Income Tax Department on an “urgent and priority basis.” This step is seen as part of a broader effort to curb tax evasion and ensure transparency in the state’s real estate sector.
