On July 21, 2025, the Development and Panchayats Department of Haryana convened a high-level meeting to review the progress of Special Centrally Sponsored Schemes (CSS) aimed at transforming the rural landscape. The review, chaired by senior departmental officials, focused on ensuring the timely utilization of central funds and the effective on-ground implementation of development projects across the state’s Gram Panchayats.

The meeting primarily assessed the status of flagship initiatives designed to empower local self-governance and improve rural infrastructure:

Rashtriya Gram Swaraj Abhiyan (RGSA): Officials reviewed the training and capacity-building programs for elected representatives of Panchayati Raj Institutions (PRIs). The department emphasized the need to accelerate the construction of Panchayat Bhawans and Common Service Centres (CSCs) to digitize service delivery at the village level.

SVAMITVA Scheme: Progress on the distribution of property cards and drone mapping of ‘Lal Dora’ areas was analyzed. The department directed district officials to resolve pending property disputes swiftly to ensure villagers receive their ownership titles without delay.

Pradhan Mantri Awas Yojana – Gramin (PMAY-G): The meeting also touched upon the status of rural housing projects, with instructions to expedite the release of installments to beneficiaries to ensure “Housing for All” targets are met before the fiscal year ends.
๐ Directives for Faster Implementation
To prevent the lapse of central grants, the department issued strict directives to District Development and Panchayat Officers (DDPOs) to submit Utilization Certificates (UCs) promptly. The officials were warned that any delay in project execution due to administrative lethargy would be viewed seriously.
The review also highlighted the importance of convergence, urging blocks to integrate schemes like MGNREGA with other infrastructure projects to maximize resource efficiency and employment generation in rural areas.
