Panipat Health Raid: Illegal MTP Kit Racket Sourced from UP Exposed

Aug 17, 2025 | Haryana

In a major crackdown on illegal abortion practices, a joint team from the Panipat Health Department and the local police busted an interstate racket involving the illegal sale of MTP (Medical Termination of Pregnancy) kits. The raid was conducted near the Sanoli border following a tip-off about a supply chain originating from Shamli, Uttar Pradesh.

  • The Sting Operation: Health officials deployed a “decoy customer” who approached the suspect to purchase an abortion kit. The suspect agreed to provide the kit for ₹800—significantly higher than the market rate—without asking for a mandatory doctor’s prescription.

  • The Seizure: As soon as the transaction was completed, the waiting team pounced on the suspect. Several MTP kits, which are categorized as Schedule H drugs and strictly regulated in Haryana under the “Beti Bachao-Beti Padhao” campaign, were recovered.

  • The Shamli Connection: Preliminary interrogation revealed that the accused was sourcing these kits from a wholesaler in Shamli (UP) to bypass the stringent monitoring and “Save the Girl Child” regulations in Haryana.

  • Health Risks: Medical experts warned that using these kits without medical supervision can lead to incomplete abortions, severe hemorrhaging, and even death.

Legal Action: The Panipat police have registered an FIR under the MTP Act and the Drugs and Cosmetics Act. The Health Department has also initiated a probe to identify the local clinics and pharmacies that were regular buyers of these smuggled kits.
