Toxic Froth Resurfaces at Okhla Barrage; Delhi-Haryana “Water War” Intensifies

The Yamuna has once again turned into a political battlefield as the annual phenomenon of toxic frothing made an early return at the Kalindi Kunj stretch. The visual of dark water covered in white bubbles has reignited the long-standing “Blame Game” between neighboring states.

  • The Scientific Cause: Experts from the Delhi Jal Board (DJB) noted that the froth is caused by high levels of phosphates and surfactants. These chemicals, commonly found in detergents and industrial effluents, create foam when the water falls from the height of the Okhla Barrage spillways, creating a churning effect.

  • Delhi’s Allegation: Environment Minister Atishi claimed that Haryana is releasing nearly 165 MGD (Million Gallons per Day) of untreated industrial waste into the Yamuna. “The toxic froth is a gift from the BJP-ruled Haryana government. Their refusal to upgrade treatment facilities in Sonipat and Panipat is poisoning Delhi’s lifeline,” she stated.

  • Haryana’s Rebuttal: Haryana officials countered by pointing out that the Yamuna enters Delhi at Palla with relatively clean water. “The pollution levels skyrocket only after the river passes through Delhi’s 18 major drains. To hide their failure in cleaning the river over the last decade, they point fingers at us,” said a senior spokesperson for the Haryana Irrigation Department.

  • Health Risks: Environmentalists have warned that the foam contains volatile organic gases and high ammonia levels, which can cause skin allergies, respiratory issues, and long-term organ damage for those coming into contact with the water.

  • Short-term Fixes: In a desperate attempt to clear the surface, the DJB has deployed boats to sprinkle silicon-based anti-foaming agents. However, activists argue that these “chemical band-aids” do nothing to treat the underlying lack of dissolved oxygen in the river.
