As the festive season approaches and the air quality index (AQI) begins its seasonal dip, the Haryana government has moved to preemptively strike against chemical-heavy firecrackers.

The Core Order: The HSPCB’s public notice clarifies that there is a complete ban on traditional crackers. “We are only allowing crackers that have a 30-35% reduction in particulate matter and avoid toxic chemicals like barium, lithium, and lead,” said a senior HSPCB official.

NCR vs. Non-NCR Rules:

NCR Districts (14): Strict implementation of a near-total ban on traditional crackers. Only green crackers can be sold through licensed traders at designated spots.

Non-NCR Districts: Similar restrictions apply; if the AQI in a city is recorded as “Poor,” a total ban on all crackers (including green) may be triggered by local Deputy Commissioners.

Online Sale Prohibited: The board has specifically directed e-commerce platforms like Amazon and Flipkart to not accept or deliver firecracker orders within Haryana’s jurisdiction.

Enforcement Teams: Special “Flying Squads” comprising officials from the Pollution Board, Police, and Revenue departments have been formed. They are authorized to conduct surprise raids on warehouses and retail stalls to check for the NEERI/PESO QR codes on cracker packaging.

Health Rationale: HSPCB highlighted that traditional crackers release metal particles and noxious gases that linger in the stagnant winter air, posing severe respiratory risks to children, the elderly, and post-COVID patients.
Official Warning: The board has warned that anyone found manufacturing or selling banned items will face an FIR and could be liable for environmental compensation fines ranging up to ₹15 lakh. “The right to breathe clean air outweighs the right to carry on a polluting trade,” the board’s statement concluded.
