Haryana Clinches #1 Rank in Citizen-Centric Governance

In a major boost to its administrative credentials, Haryana has been ranked Number One in the Citizen-Centric Governance category in the latest National Good Governance Index (GGI) released by the Government of India.

  • The Ranking: The index, which evaluates states on various parameters of governance, placed Haryana at the top of the “Group A” states for its efficiency in service delivery and grievance redressal. The state showed exceptional performance in sectors like Public Infrastructure, Social Welfare, and Judicial & Public Security.

  • The ‘Digital’ Edge: Chief Minister Nayab Singh Saini credited the victory to the state’s aggressive digital push. “This ranking is a testament to our vision of ‘Minimum Government, Maximum Governance.’ By bringing over 600 services under the Antyodaya Saral portal and implementing the Parivar Pehchan Patra (PPP), we have eliminated middlemen and brought the government to the citizen’s mobile phone,” the CM said.

  • Key Pillars of Success:

    • Direct Benefit Transfer (DBT): Haryana’s 100% implementation of DBT in social security pensions and scholarships was highlighted as a national model.

    • Grievance Redressal: The CM Window and e-Samadhan platforms were lauded for their high disposal rates and feedback-driven resolution process.

    • Time-Bound Delivery: The state’s strict adherence to the Right to Service Act, ensuring services are provided within a fixed timeframe, significantly improved its score.

  • National Recognition: Central officials noted that Haryana’s model of “Paperless and Faceless” governance has set a benchmark for other states. The use of AI in monitoring file movement (e-Office) and predicting service demand was specifically mentioned in the report.

  • Future Roadmap: The CM announced that the next phase of ‘Digital Haryana’ will focus on “Predictive Governance,” where the government will proactively reach out to citizens for services they are eligible for, even before they apply.
