The Haryana Human Rights Commission (HHRC) has taken suo motu cognisance of media reports highlighting the unchecked proliferation of illegal Paying Guest (PG) accommodations and the massive encroachment of footpaths in Gurugram.
The Action A Bench comprising Chairperson Justice Lalit Batra, Member Kuldip Jain, and Member Deep Bhatia has issued notices to top state and district officials, demanding a detailed action-taken report.

Trigger: The move follows reports by The Tribune titled “7,000 illegal PGs, guesthouses being run in Gurugram” (Jan 18) and “No place to walk, 75% footpaths encroached upon in Gurugram” (Jan 19).

On Illegal PGs: The Commission has directed the Director Generals of Urban Local Bodies, Town and Country Planning, and Fire Services to furnish details on:

The number of PGs/guesthouses operating in residential areas.

Their registration and fire safety compliance status.

Action taken against violators.

Observation: The Bench noted that converting residential units into commercial lodgings leads to infrastructure collapse and serious safety risks, citing past fire tragedies in Delhi and Noida.

On Footpaths: Notices were issued to GMDA, HSVP, DC Gurugram, and the Commissioner of Police.

The panel has sought a report on the extent of encroachments and timelines for restoring pedestrian paths.

It termed the failure to regulate these hazards as “state inaction” and a “breach of constitutional obligations.”
