The Nissing Police have registered three separate FIRs against the owners and guarantors of three rice mills for allegedly defrauding the government of ₹22.12 crore. The accused failed to deliver the mandatory Custom Milled Rice (CMR) to the Food Corporation of India (FCI) for the 2024-25 procurement season.
The Fraud

Mechanism: The Food, Civil Supplies, and Consumer Affairs Department had allotted paddy to these mills during the kharif season. Under the policy, millers are required to mill the paddy and return 67% of the weight as rice to the FCI.

Default: The mills allegedly sold the rice in the open market or misappropriated the stock instead of depositing it with the central agency, causing a massive loss to the exchequer.
The Accused Based on the complaint of a department inspector, the police have booked the following entities and individuals:

SK Foods, Nissing: Accused named include Harsh, Dinesh, and Kamal.

Krish Cereal Rice Mill, Nissing: Accused named include Kamal, Dinesh, and Sunil.

RN Foods Rice Mill, Nissing: Accused named include Ishwar Chand, Yogal, Sunil, and Kamal.

Key Figures: Investigations reveal that Kamal Singla and Sunil Kumar are central figures in the scam, appearing as directors in some firms and guarantors in others, indicating a coordinated ring.
Police Action Nissing SHO Shri Bhagwan confirmed that cases have been registered under relevant sections for criminal breach of trust and cheating. The police are investigating the nexus between the mill owners and guarantors.
